JasonSilverSpring✭✭✭✭✭I am pretty sure dye stamps work on costumes for everyone. The ESO+ feature is to use dye stations on costumes to dye as one sees fit with unlocked dyes. You don't use a dye station for dye stamps.1 -

That's literally the only use it has, dyeing costumes.
Put the costume on.
Double-click the dye stamp in your inventory.
