Extremely bad performance

Hey peeps,
does anyone know why this happens? I very often struggle to get a good framerate even with few people and stuff around me. Most of the time I'm sitting at 20-40 fps.
My PC is far from bad, even when my fps drops down to 20 my GPU load is around 30-40% only and my cpu sits at 30% as well. My PC has no problems playing any of the newest games at 1080p with 60 fps stable. Yet here in eso my framerate is sh*t even tho my parts aren't even working hard. Any ideas how to fix this? Getting annoying, I can understand bad performance in cyrodiil but when just questing with few people around it's like a bad joke

DponyG✭Does it say error please try again in a few moments? ESO said they cant fix that and are issuing refunds if you have that problem.Edited by DponyG on December 9, 2016 11:30PM1
