Are public dungeons the same as the dungeons for the undaunted?

As in, Banished Cells is a public dungeon..Just curious as I am farming Queens Elegance and would like to know where to focus my efforts for the weapons.

Banished Cells is a group dungeon, 4-man dungeon.

Public dungeons are for example Rulanyil's Fall or Ville Manse, with several bosses and a group event.
Delves are smaller dungeons with one boss only.

Undaunted dungeons (4-man and trials) are instanced dungeons. You will only ever meet your group (up to 4 or 12 players) there. Other players doing this content at the same time will have their own "version" (instance) of the dungeon, they won't be in yours.

Public dungeons (group dungeons) and delves (public solo dungeons) are shared with other players. You'll meet there whoever decides to go there at the same time as you do. THey are called "group" and "solo" just because the "group" ones are more difficult with more mobs and bosses than the solo ones - but you can go in a "solo" delve with 50 other players and see them all, and fight along them all.

Banished cells is an undaunted, instanced, 4-man group dungeon. You won't find queen's elegance there.
You'll find it in overland mobs in Auridon, in Auridon's anchors, Auridon delve bosses and Auridon's public group dungeon (Toothmaul Gully).
