How do level scales work ?

Some dungeons are really hard where you don't even see damage you're doing to you opponent, some dungeons ar a breeze where mobs take like 6 seconds. Do they just add the total CP level and divide it by 4 and set that as a scale?
Scaled to 160, Scaled to group leaders level
How do you perma scale it to 160?
