45 Minute queue cooldown?

Had a 561 drop vWgt coz he kept dying every 2 seconds. Then I drop since once again the dungeon glitched and locked us in with 3 people(has happened A LOT lately) now I have a 45 minute cooldown? 15 was punishment enough.
I'm being forced into vet dungeons at 260CP due to the fact that all normal dungeons are cluttered and congested with level 15 new players that have no business trying to dps and heal. If this continues then there is really no reason to keep doing dungeons anymore. How can I possibly beat nIcp with three level 19's? ZoS once again did not think this One Tamriel thing through.
And to all the new players. Please stop trying to run II's before you even have the skills to contribute to your group. It's one thing to have to carry one of you, three of you is automatic failure and an hour wasted.
