What's up with random weak sets getting nerfed?

I was trying to run a stam sorc with Briarheart. It used to be a pretty impractical but fun set. I thought it'd go great with my stam sorc because it helped her with healing. Now it lost the crit chance and i can't even maintain the weapon buff over the cd? And the CD itself is far, far more punishing than similar sets like Burning Spellweaver.

I get it ZOS, you want people to get vMA weapons no matter what you do. One Tamriel created some kind of artificial concept that I could run a bunch of unique sets however I chose and I'd still be an effective DPS. But that doesn't maintain itself when you nerf everything but master weapons.

I don't have the gold to rebuy overpriced sets. I don't have the time of the day to sit around and farm world bosses with a group for the CHANCE to get a set that you'll just nerf right afterwards. I don't want to be forced to run vMA when I don't enjoy it, but I clearly have to if I want to be effective at stamina based damage. Is there any signs at all that these balancing acts will help improve the game's health rather than force people to run certain builds? I'm losing the will to want to play this game.

I'm 80% certain it used to give weapon crit and the bonuses lasted outside of the 'briarheart' activation so long as you proc'd it. Now it's this.

Brian heart hasn't changed from Orsinium launch except you can seek or trade it now

Was always like this, it gives you 450 WD and Heal ob crit. Could use a buff tho, the heal is really weak.
