Yeah, i have over 400 Iron Ingots, and 80 Steel Ingots, but only have 3 Emeralds. Don't seem to be able to find anyone in zone chat though that is willing to make it.

I am also new to this game and a quick search has landed me here!
My wife is a huge Elder scrolls player, and I am attempting to join her in this world. Coming from a World of Warcraft background "hopefully that does not get me any down votes! :P"
But I too am looking to get my hands on a training set to help me level via GRINDING, because that is my preferred play style "crazy I know..."
So that leads me to this Training set I have read/watched videos about. I am very interested into acquiring one of the heavy armor nature for my Dragon Knight TANK! That class name still sounds cool to me.
@cheepsNsalsa if it is not a problem I would love to contact you in game about this set.

Finishing quests will net more XP than grinding delves. Move on to the other territories. Getting to LvL 30 is easy in a sense just by questing. Just by questing, you will get to Level 50 by the time you finish the last EP territory - The Rift. Questing is a grind anyways...
Another easy way to get XP faster than questing is Dolmen farming. In your case, Deshaan has 3 dolmens that will drop anchor consecutively. Once you've discovered those 3 dolmen and its nearest Wayshrine, you can fast travel to each one. You'll see all the other players running off to the Wayshrine after finishing a dolmen because they're off to the next one.
The easiest Dolmen farming will be in Alik'r Desert. Those 3 pop so fast because there's usually 30-60 more players all day and night. The key is to use a skill or weapon (bow) that can target or hit enemies quickly. You don't have to kill them. Once you get a hit on an enemy, you will get XP for the kill, not matter who gets the last shot.
