Storm Atronach Aura: missing effects?

I've noticed if you use the Storm Atronach Aura (not the transformation) while mounted, you get the cool blue aura effect around your hands, but not if you use it from the ground. I dunno which one it's intended to look like but either way, the effect is inconsistent.
