Are bots back?

I just recently came back to the game and last night I noticed a ton of level 3's standing ontop of each other in Rawl'kha. They all were wearing soulshriven robes and would jump occasionally.

I remember bots from when ESO first came out, the bots would teleport to resource nodes underground, but these were just standing still.

sorry for my ignorance, just wondering if i should be reporting them or not.

Not really what he's saying. Earlier in the game one could not take a step through tamriel without running into a bot.

Bots are back with a vengeance. I reported them multiple times they are still there I don't think ZOS even cares or does anything about it. I checked on it a week after reporting they were still running around where I left them.

It was even worse back in the Sub days. You couldn't get to the end boss of a delve without breaking through a circle of a good dozen bots farming that boss' spawn point. It's the reason they put a timer on how often you can get loot from a delve boss.

As for the OP... it's hard to say without more information. They could have been bots... but they could also have been a group of friends who were chatting in Teamspeak and thus not paying attention to the game.

    Living vicariously through my characters.

    My Girls:
"If you were trapped in your house for, say, a year, how would you pass the time?"

Nephikah the Houseless, dunmer assassin: "I suppose I could use the break. I have a lot of business holdings now that need management."
Swum-Many-Waters, elderly argonian healer: "I think that I would enjoy writing a memoir."
Silh'ki, khajiit warrior-chef: "Would this one be able to go outside, to the nearby river? It's hard to fish without water!"
Peregrine Huntress, bosmer hunter: "Who is forcing me to stay inside, and where can I find them?"
Lorenyawe, altmer mechanist: "And why would I want to go outside in the first place? Too much to be done in the workshop."
Lorelai Magpie, breton master thief: "I'd go nuts. Lucky for me, I have a little experience sneaking out!"
Rasheda the Burning Heart, redguard knight: "I would continue my training to keep my skills sharp."
Hex-Eye Azabi, khajiit daedric priestess: "I suppose it would be lucky, then, that I built a shrine to Mephala in my backyard."
Yngva Stormhammer, nord bandit (reformed...ish): "I hate being inside even when I'm not forced to be. GET. ME. OUT."
Madam Argentia, vampire dunmer aristocrat: "I suppose it would be more of the same. I have a rather... contentious relationship with the sun."
Mazie gra-Bolga, orc scout: "Uh... I'd have to house train my bear..."
Felicia the Wanderer, imperial witch-for-hire: "What Lorelai said."
Calico Jaka-dra, retired khajiit pirate: "This one would like a rest from her grand adventures. Her jewel shop runs out of stock!"
Shimmerbeam, blind altmer psijic: "Provided that I am confined to Artaeum, I do not think I will want for things to occupy my time."
Shauna Blackfire, redguard necromancer: "Sounds like paradise. I hate people."
Kirniel the Undying, cursed bosmer warrior: "I would feel useless, not being able to fight."
Echoes-from-Dragons, argonian who thinks she's a dragon: "All the better to count my hoard!"

They are very much still around right now, I have been posting screenshots and locations of them here.
    https://forums.elderscrollsonline.com/en/discussion/306005/botting-locations#latest

I have even tested them by pulling the mobs they are killing away from their range and holding them and sure enough they walk the same jagged preset path looking for mobs to kill, and are oblivious to my presence just a few feet away holding all of the areas enemies on me.

Ugh I had a habit of jumping when I switched from EP to DC. EP terrain is just.... terrible.
Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.

I went and had a look, and I am 99.9% sure they are bots. I usually reserve judgment on such things, but there were a whole multitude of them standing near the Rawl wayshrine just jumping in synch, it wasn't just 1 it was many. It was like whoever set them up missed a step in some "how to make a farming bot" instruction manual and accidentally ended up with a load in Rawl instead of wherever they were intended to be.

Yes, bots are everywhere and ZOS refuses to do anything about it.

This is simply not true at all. Every time I report a bot, they are gone within a couple days. The problem is they use a vpn and show right back up on a new account.

    Bots is a very true thing in ESO. But I would rather believe it is one of the following;
-Mule for Traders to store items
    -Trading Chars
-Roleplayers (Though I hardly believe they would all RP in Soul Shriven starter-armor)
    -Characters used for something else

I hardly believe its bots, considering that they just stand in Rawl'ka, and not out slaying or farming. Unless... Its a advanced trading bot..

No-one out of those categories you suggest stands in the exact same place in Rawl for more than a day jumping up and down, without logging out, moving, or interacting with anything. With a large crowd of normal players (ie people wearing all sorts of different gear and costumes, interacting with each other and talking about the bots) gathered around them, wondering why Zeni hadn't done anything yet, because they have been there for a while now.

Normally I would be sceptical too as I often see people getting upset about "oh this person got to a node before me, must be a bot", but I have seen this phenomenon with my own eyes on NA PC server. I think they are bots that have been misprogrammed, proabably by 1 account holder.

I'm trying to think of what reason the person would have to remain logged in for extended periods of time. Perhaps avoiding some type of log out mechanic. Who knows. Maybe as simple as them not wanting to do the verification email from their vpn. It is suspicious, and perhaps there is some kind of trading going on between them. Just report what you see and move on. Innocent players would just need to submit a support ticket to clear their name.

    @CosmicSoul
You were the one who choose the word "Believe", you could of worded the your post differently! i.e. why would tons of bots spend money on a buy to play game?

however to answer your question, do a search for bots and go back a few years at a time when the game was buy and sub to play!
They do this because the can make gold and then sell the Gold on Gold selling sites.

https://www.youtube.com/watch?v=aVi2xi-XKzQ this is a link to you tube video of bots farming a boss in a dungeon.
