Yes, I just don't see why not. I don't plan to ever change it, but if I wanted to buy a ps or an xbox I would love to be able to play the game and not having to start all over again.
Its ridiculous theyd remove it to begin with. Consoles and PCs break down and a switch is made - what logical reason should it be removed?

They didn't "remove" anything. An actual account transfer was never a service that was offered.
What happened was, when the console release was delayed in 2014, ZOS told console players that if they started playing on PC (and had purchased the game by a certain date) they would have the opportunity to transfer their characters over to console when the game launched on those platforms.
Once console was ready they gave people a window of time to take advantage of the offer, and a few days *before* the console release they copied those characters over to the console databases.
So those characters were already there when console started (and some of them had large amounts of gold and items that were "loaned" to them by their guildies on the PC side before the transfer, which was a huge reason for complaints.
So, if they ever offer a character transfer, they will have to offer a transfer. As in, the account and all its assets are deleted from the original platform and generated in the new platform.
