Is there a list somewhere that shows how much experience is needed for a skill to level up per rank?

Because it boggles me that Vigor/Magicka Detonation takes 3 seconds for it to be leveled to rank IV, then after it is morphed, it takes years to grind.
Same with Purge & Necrotic Orb.
Also, other skills like Weakness to Elements takes years to grind to rank IV, and after it is morphed, it still takes years.
WHY?! Why can I not find anything about this?!
