Suggestions on how ZOS could better balance Alliance populations?

I don't know how it is on PC but if it's anything similar to Xbox and PS4 there's at least one Alliance that's noticeably underpopulated compared to the others. On PS4 NA that Alliance is Daggerfall. And while One Tamriel may of addressed the issue for PVE, when it comes to PvP in Cyrodiil you can't very well compete to actually win the campaign when you have half the players of another Alliance in all of them but one. Scourge is the only exception to this for Daggerfall on PS4 and while they've been winning Scourge for a while now it's only because they keep to that one Campaign only and stay out of the sewers. Meanwhile AD and EP both have enough players to fill Scourge along with 2-3 bars in Haderous and Blackwater and control the rest of the farm Campaigns.

So why not create an incentive for new players to create a character on the least populated Alliance? There's a lot of different things you could offer among which simply giving that Alliance access to all races without the need to purchase Any Race, Any Alliance. In the case of Daggerfall this would help at least a little with the population distribution because of races like Khajiit and High Elf being so popular compared to races like Orc and Breton.

Thoughts on other ways ZOS could do something to keep Alliances more equally populated?

    I quit PVP just after One Tam, as did so many others, some real hardcore PVPers too, but it was nothing to do with alliance population.

    The Problem with PVP is the broken proc sets that require no brains and no skill to use, as long as you can spam 'light attack' your good to go. and even more so the fact you can equipe 3 broken proc sets at once with seperate CD's that's just insane (for those that their CD's actually work). Most of these sets introduced with One Tam.

    These new sets have changed PVP more than anything else as ever in the past, although I know ZoS 'say' they are looking into it to work out some form of balance and also fix the quite obviously brokens sets, still nothing as been done, not even quick temporary hot fixes, this is the core of the current PVP problems.
