call me freaky but I like standing in public areas and seeing what everyone is wearing, new armours, mounts you cant get anymore etc. My main inspiration is the players themselves... 'people watching'.
So yesterday while being my usual stalker self I saw a guy with a bear head. I assume he'd dyed it white as it look like a polar bear. It was awesome. How do I get one of those? I assume its some reward for achievement

No, it's for filling the museum... which requires you've done a few specific things.
You need to have finished the main questline, finished the Wrothgar quest completion achievement (so nearly all the quests in the zone), collected all of the loose artifacts (I think, you might be able to skip a few), and killed all of the public dungeon bosses. I think you also need to kill all of the world bosses, but I could be wrong. I don't think you need to finish the delves and find the points of interest, but I can't remember. Then you get a quest from the museum for one final artifact.
That quest's turn in is what actually gives you the costumes. So, it's technically not tied to achievements, even though the quest you have to finish is.2 -

Ive got the dlc as im eso+ and done all the delves and world bosses already. I have the museum quest to collect artifcats but was just keeping this to one side as I explored the place.

You have to purchase the game, too, but dark seducer/golden saint/imperial costumes arent crown store items.
And stuff like spiderkith/amberplasm/dromathra skins isnt the same as regular crown items. You have to earn them by playing the game.

That was what I remembered, but I've never tried it with specific items missing from the achievement to see if it can be faked out.0 -

Only thing that I am not sure is how I got costumes since I didn't do 2-3 owerworld bosses.
I did all main story quests, and maybe even all other non daily quests.
Also, I haven't killed all bosses in Rkundleft.
