The part where the world does not conform to their will.
These people typically screech at anyone taking kills or competing, so it's impossible to reason with them. Worse still, they reach endgame without a clue of how to actually play the game because they've never faced a boss and thus flood the game with inexperienced newbies who have to learn the hard way.
It amazes me what people will find to complain about. You are reporting people for killing enemies?
And people wonder why actual rule breakers don't get punished, because people like you clog up customer service with bogus reports.

I don't know about you, but if I'm looking for a particular gear set, I'll go where it drops. I probably won't remember what quests were in that zone.. I may not even know (havn't completed them all for all factions) - but I'd happily stop for a mo so someone can finish their quest. I'd even help them.
i feel bad 4 new players and questers coming thru the game who want to enjoy the game and get immersive , they enter a dungeon thinking "wow this is amazing" and then see 30 idiots (like me- I've been on both sides) darting from boss to boss smashing steel tornadoes on everything in sight.
before one tamriel i remember going to my first dungeon solo- i think it was crows wood- and finding it really hard- but also especially exciting and fun- it was like an adventure out of the elder scroll games. last time i went there there were 20 guys camped outside of a boss spawn annihilating everthig with ultimates.
i dont know what the solution is- but agree its a problem for the game wanting to bring new players in. they come to the game hoping to quest a little and see this - and guess whart- monkey see monkey do- they end up grinding gear before they've even played one dungeon or finished a quest line. I've seen players get to cp180 in this situation .
I'm pretty sure this was a minor annoyance which was resolved in a few minutes at most, since you said they were grinding there, which implies that there are plenty of fast-spawning mobs at the area in question, otherwise grinding would not be possible.
And I >really< hope people are not getting banned or even sanctioned at all just because someone reports them for grinding at a quest spot. Reporting them for this seems like spiteful petty vengeance for annoying you with their presence.

Most people who are after a particular set know what it drops from and will go there. But these players were mostly sub 50 and the few post 50's that were there were under CP160 so clearly they weren't after sets.

if they were newer players how do you know they were not doing the quest that you were trying to do? Did you ask? Did you ask to group with them so you would all get credit for the kills too? Text chat (if you do not have a mic or do not want to use one) is great for this type of thing.
