How do weapon traits affect skill bars?

If I have a Sharpened staff on my front bar, and a Precise staff on my back bar, and im constantly switching bars in combat, I'm guessing the skill I have in each bar will only be affected by the weapon equipped on that bar. So if I have Blockade on my front bar, it will only receive the penetration buff no matter if I'm swapping bars while it's still active. Can anyone confirm?

    As i understand it every tick of any effect is influrnced by only the traits active when it ticks.

    So launching blockade on precise, its first tick's precise. Swap bars and remaining ticks are sharp.
