Shattering blows question

Does shattering blows work on players blocking with shields? Or does it only work on spell shields? Or both? Cp tip is ambiguous. Shattering Blows is an ability in the Atronach constellation. "This ability increases your damage against damage shields". So does it work on sword and boards? What is the definition of a damage shield?
