Ysgramor Ice Staff sharpened

Currently farming the ice sharpened staff of Ysgramor , in the public dungeon and opening chests since 3 weeks , got twice the same wrong trait , in roughly 200 minibosses and 50 chests , so wondering if is the right way to get it . Got a couple of Ysgramor's staves from quests , may be another quest is the key ? Strangely there is none for sale , has anyone got it ?
