Thieves Guild quests pointing to undiscovered regions

So me and my friend recently decided to make some quick gold via farming the quests you get on the notice board inside the Den, just the simpler stuff like Safeboxes. We're both from Ebonheart so naturally the regions we should be mainly given (or were used to be given prior to One Tamriel) were Stonefalls, Deshaan, Shadowfen, Eastmarch and Rift. But instead of just those, we're now being told to travel to regions WHERE WE DON'T EVEN HAVE ANY WAYSHRINES DISCOVERED, let alone their dungeons. And yes we still obviously have yet to finish the main storyline. No we ain't (entirely) newbies at the game, just fashionably slow at our pacing. >.>

I'm rank 193, he's 162 and the only time we may have visited an undiscovered region is via a couple of pledges we did, but still doesn't really explain why we're being asked to travel over to those places.

It's just the nature of doing things out of order. You can certainly do it but you'll run into little disconnects like this.

The TG DLC operates under the assumption you've completed the base game content /anything before it.

Stormproof: Vibeke - 50 EP mDragonknight | Savi Dreloth - 50 EP Magsorc | Sadi Dreloth - 50 EP Magblade | Sigtric Stormaxe - 50 EP Stamsorc | Valora Dreloth - 50 EP Magplar | Sigtric the Unbearable 50 EP Stam Warden
Scrub: Chews-on-Beavers - 50 EP DK Tank | Vera the Wild - 50 EP magicka Warden | Sigtric the Axe - 50 EP Dragonknight Crafter | Sigtric the Blade - 50 EP Lost Nightblade | Sigtric the Savage - 50 EP magicka Templar | Vibeka Shadowblade - 50 Ep Stealthy Ganky Nightblade |

Yeah but, this is LITERALLY the first time that its ever happened to me and my friend. As I already said, we've farmed those quests in the past and they NEVER gave us any region outside the usual set within our faction. Otherwise, I wouldn't have called on it being a bug to begin with.

You're still doing things out of order though. Or at least, the order things used to be.

If you haven't completed Cadwells Gold/Silver yet the Thieves Guild quests will eventually take you to zones you haven't played yet.

However, none of those zones are unreachable, you can literally walk to them if you don't have a wayshrine there yet.
Or take a ship. Or take a cart.

You know, the travel thing people used to do ...

You're still thinking of things the old way. The world is wide open now. Just because you don't have a wayshrine doesn't mean you can't get there. You should have at least one wayshrine in the first zone for each faction. Worst case scenario, you will need to walk or use the ship transport system to get to where you need to go. This is likely intended behavior of the One Tamriel system and is meant to make the world feel larger.

Oh, didn't think that removing the borders slogan for One Tamriel would be THAT literal. :p

    But yeah, my bad then.
