Resourceful - Whenever you drink a potion you restore 12% of your maximum health, magicka and stamina
Argonians have no inherent buff to magicka regeneration or stamina regeneration, these values can have different worth with champion points and class taken into account but
I can't sleep so maybe I'll take those into account later, or maybe not. Magicka can be substituted for stamina effectively, the inherent difference being that Argonians get +3% maximum magicka but no bonus to stamina. Health will have different values, and I'm not interested in looking into that at this time.

That would be, 12% of max magicka/stamina for the passive. Division by 15 because of the 30 second cooldown, and recovery being calculated per 2 seconds for the sake of comparison.
Well, I didn't expect it to be equivalent, or better considering the passive effects all resources at once but that's quite an investment for a bit over half the regeneration. This gets worse as you realize that this number will remain static unless you increase the magicka/stamina, whilst the regeneration can be upped by class and champion point passives. Additionally you have to use potions off cooldown, which is going to cost a large amount of materials/gold and will cannibalize buff timers. Sure it comes out higher with the potion's magicka counted for, and not including the regeneration buff inherent therein, you have access to higher magicka returns from using a cp150 potion and don't have to use it off cooldown for regeneration.
Really the most unfortunate part of these glyphs is the requirement of a lower levelled potion, disqualifying looted at-level potions which would be lovely, cheap, even if it did have lower magicka return and no secondary effects. It still wouldn't be very good, but it would be pleasant and interesting at least. I'm actually not clear on why these glyphs only work on lower level potions still. The only reasons you might have in the game to use these glyphs would be to synergize with the Argonian Resourceful passive or Clever Alchemist set (661 damage on a 50% uptime still isn't consistent enough for pve).
