Extremely Low Framerates in all areas. PC client, NA server.

First the detail and disclaimer:
In short I built my pc last year to handle vr gaming. Specs below. I can run anything and it powers through it on ultra or max graphics like a champ, except Elder Scrolls Online. ESO is just an mmo not a VR gpu torcher. My laptop get's better framerates than my tower using a single integrated nvidia 765g. Still cannot figure out why this is either.
I've cleaned my pc, cleared any and all files that I don t need off of the ssd. You name it, I have removed anything I can on the pc to make it run efficiently. All other games perform fine. ESO (with no add ons) is the only exception. I have repaired my client as well. I used to have no problem before the one tameriel update hitting 50 no problem. Now in populated areas (Grahtwoods tree second level) I get 10-12 and unpopulated 30ish tops. The killer for me is I only see about a 5 fps increase if I play it on minimum specs verses ultra. What am I missing?
The load times also vary. the load screens sometimes go on forever. (let go for 30 minutes once) When inside the game the load times which used to be within 5 to 10 seconds for all npc's and characters is now minutes. I have not bothered to count as it has never finished fast enough. animations are almost nonexistent.
I'm not mad, I just want to swing my swords with my friends again! Let me know if you need additional details and thank you!

Intel i7 6700k Skylake @ 4.0ghz (4 cores and 8 threads)
MSI Z179A gaming m5 motherboard
G. Skill TridentZ series DDR4 dual channel 16 gb RAM
EVGA 1000W Powersupply
Samsung 850 EVO-Series 500GB 2.5" Solid State Drive
2 x MSI GeForce GTX 980Ti 6GB GPU s (sli not engaged for eso, 2nd card is dedicated to physix)
Cooling:
Corsair H110i GTX 104.7 CFM Liquid CPU Cooler
3 additional fans to balance air pressure and help keep the gpu s which are a blower style to filter heat out properly.
