Arcanist CP: Magicka recovery not increasing in Character window

I have allocated 12% for Arcanist in CP, but my magicka recovery stays absolutely the same. I tried relogging, same happens.

Really? It was always like that? But how can we know our true mag. regen. then?

I has been always like that, char stats are base stats only: CP's math are applied after the base stats, specially for any type of dynamic stat (such as regenerations) and excluding static stats such as resistances

do the math: base stat + x (CP increase percentage)
