New 2.6.9 patch introduces stuttering, lag and slow texture+models loading, way more lowres textures

Despite the patch saying it introduces faster textures loading times, for me it's been the opposite.

It made the graphics worse, model and texture loading times much more slower and introduces stuttering and lag.

Before the game run smoothly, with no normal lag, and textures usually loaded quickly, as well as models themselves. Now after the patch I have constant stuttering, classic freeze frame and jumping from space to space lag, and worse yet, most models load much, much more slowly in the game and have automaticlly minimal or low resolution textuers on, and it takes about 5-10 seconds for the high resolution textures to load. Whereas before the high resolution textures loaded quickly, and it never happened that I'd go across the countryside at Stonefalls or be at Davon's Watch and most textuers would be low res, while now it is. It's even more ridiculous at DW, where if you go up the stairs to the banker/tavern/Mages Guild plaza, the stairs are inbetween two pillars with lanterns, and now after the patch, often both pillars have minimal resolution textures when I approach them, and as I stand there waiting for them to load, one loads after 5 seconds and the other one takes additional 10 seconds to load, so one is high res and the other low/minimal res. Before the patch this never, ever happened.

Another ridiculous example - the textures often load only the front of an NPC, so you wait 5s for them to appear to have loaded high res texture, but if you walk around and look at their back, it takes additional 3s to load high res textures as they are low resolution again. And if you look away from them, and then back at them again, they are back at low resolution! This is crazy!

Not to mention I got a LUA report of getting short of memory after playing the game after 3 hours, so the latest patch probably introduced a memory leak for me or it handles memory improperly as I never had those even after 6 hours of playing, and I always play TESO with no other applications being turned on.

I'm not the only one having these issue, by the way, I asked at the chat and at least one more person in the zone exprienced this and about two or three guildmates had the exact same issue: lower fps, stuttering, slower texture loading times.

Can you please reverse the "faster" texture loading, as it's very likely what broke this? @ZOS_GinaBruno Although faster texture loading times are nice for those for whom it works, is it worth it over those who now experience the lag and for whom the game has become almost unplayable, as it's hard to navigate combat now due to the lag? Thank you!
