Vvardenfell is coming. Will it come next? Who knows? hm I thought vardenfell was next due to what a certain character said at the end of the wrothgar main story and then with whats supposed to be happening in a certain city.

In the end, it matters not. Plans are made, plans change, but as long as ESO is running, they will keep adding regions in DLCs every now and then. So... if you keep supporting ESO, sooner or later you will get Murkmire, Vvardenfell, and yeah, even Nibenay.
Actually it doesn't because the murkmire announcement was with the clockwork city announcement which is also in vardenfell.

The Clockwork City is on the mainland.
The three gods of the Tribunal have their own cities. Mournhold is Almalexia's. Vivec's is named after himself, and Thee Clockwork City is Sotha Sil's. Vivec is the only one on Vvardenfel.
Now, The Clockwork City was accessible in one of Morrowind's expansion packs (Tribunal), but it was a linear dungeon crawl, and not present on the world map. (For that matter, Mournhold was also not on the map.)
Mirkmire footage has been popping up recently. Though it could be after Clockwork City, I honestly don't know, and haven't been keeping track. I also don't know if The Clockwork City will include the peninsula, and finish out the mainland Morrowind Map. If it does, that's getting into Telvani territory, which would be incredibly neat to poke around with. But, it could very well be a city based release (like Tribunal, ironically), where you never actually get out of the city you're adventuring in.

If you remember they showed the clockwork city preview along with murkmire back then, it had no NPC's was just an empty rendered city concept at the time same with murkmire.
I don't actually know, but from examining the map my guess is that they were intended to be the zones for each alliance after the main quest had been completed.
