Addon Request, is this possible? skill time tracker.

hi guys i was just wondering if it would be possible to make an addon that tracks my buffs and dots ON my skill bar so i know what needs reactivating. for example i apply a 10 second dot and it counts down to 0 ontop of the ability icon. or i cast rally and on the rally slot it counts 30 seconds down until its over, last of all ground aoe such as elemental blockade/cinderstorm also doing the same. this way i can easily track what buffs need re-applying and will make being mana efficient that much easier as well as helping dps. so is this possible? it would also have to work with bar swaps. i imagine it would be similiar to the ult counter with numbers except starting on ability cast and counting down.
