As I read on the forum, this is an old issue and still not repaired.
Sometimes using this ability I can hit the mobs multiple Times* and it will just do damage without pulling.
Another time I can spam it 2 or 3 or 4 times in a row and it pulls as 3 or 4 or 5-th time.
No idea how to use it correctly, when it behaves totally unpredictible, working against correct rotation.
Please ZOS take a look and make repairs.
*when tooltip says it should pull me on 2-nd ability use
