Shut off Notifications not working.

Worked great at the beginning of the game. Worked great after I added mods. Worked for all four of my guilds. When I joined my fifth guild and at the same time when the last patch happened about a week ago my Notifications are stuck on now no matter how I configure them in options. Note I do not have any addons that manipulate Notifications.
