"The Initiation (Alik'r Desert) Bugged: PC NA"

For the past two days I cannot progress in the quest to become one of the Ashabah due to a bug in the quest, "The Initiation" in which my character is meant to drink a potion (and which I cannot do).
I have seen other posts regarding this bug on different platforms, but none recently and no helpful solutions.
When prompted by Talia to drink the potion, I walk to the back of the tent and stand on the blue rug, at which point "(E) Drink Potion" appears as a prompt. No matter how many times I have pressed "(E)", my character will not drink the potion (message states "Item Not Ready"). I have also tried going into my inventory and attempting to "use" the item from there, but when I do this nothing happens and the quest refuses to progress.
Things I have tried with no success:
1. Abandoning the quest and restarting - I have done this too many times to count with the same result.
2. Logging off and waiting for 5 - 10 minutes then logging on again. No success.
3. Quitting the game and waiting for 15 - 20 minutes, then logging back in again. No success.
I have submitted a ticket, but thought I would post it here, too.
