So then what is supposed to counter a tank, another tank?

Well in open world pvp, the only counter is numbers against him, or simply ignoring him. Now if you're talking about dueling, then you shouldn't be accepting duels from tanks. That's just silly and a waste of time

I was trying to retake one of the Pact gate keeps in a Yellow dominated campaign real late at night, thinking I was alone. More than halfway through the inner keep door a Tank and a lower level DPS comes in behind me and wrecks. They boot me out of the Keep but I got to one of the resources I flipped earlier and began to hold them back from flipping it. The DPS was easy to deal with but the Tank was shielding and mitigating up a storm but with the Guards on my side it was a bit of a stalemate, 'till I fully engaged him in a fight, in which after a minute or two my Magic was dry and he was winning, but his DPS friend came in and Lethal Arrowed me in the back.
Then I was teabagged.

Doesn't that make for a better story then you just ganking them? I mean people complain about tanks but it seems to me that they create an interesting dynamic every time you come across one, as those fights are memorable and such.
