Dungeon Finder

So today we got to experience the weirdest downfall of the Dungeon Finder tool. Our tank was being a complete tool and ignoring the fact that 2 people were AFK and had announced so in the group chat well in advance. They weren't even gone for 10 seconds before he's charging in like a maniacal hero.
So anyway. A vote was started to send him on his way. It passed. Then we went about finding a replacement. Who should the dungeon finder happen to find for us but our heroic tank. This should not be allowed. If a vote is taken to send a member on their way the system should bar them from grouping with that group again. Otherwise why even have the vote feature?
