A Simple Question For ZOS Devs

So with all of the threads people are making about how horrible PvP has become, due to "proc-based" builds (that are well-deserved threads IMHO)... I have a simple question about 1 of these sets in general. The Tremorscale set. It allows you to summon the duneripper 50% of the time and do a pretty large amount of damage when you successful taunt an enemy (lol just say Ransack).

So my question is...

How exactly does one go about taunting another player (logically)...? Seriously. Can a dev answer this question for me? And if not a dev, can a moderator answer it for me? An admin perhaps? Because, If another player is free to attack whatever/whomever they like... Then the whole concept of 'taunting' should be eliminated in and of itself within a PvP environment. Right or wrong? You can NOT force a player to target 1 singular thing in a setting such as PvP.

And if that's the case, and followed through successfully — thus we arrive to the end of 1 of the 4 problematic things plaguing PvP as a whole. The Tremorscale set. If I'm wrong, please tell me so. And if that isn't a solution to it, then why not change Tremorscale to read: "When successfully taunting a NPC, you have a 50% chance to blah, blah, blah. As that would then fix 1 of the issues involving PvP at the moment. @Wrobel @ZOS_BrianWheeler

    The set would have to proc a automatic pre written hate tell to taunt a player . 10% Chance to call player the B word . 5% Chance major enrage with the P word .

    It procs of the taunting skill and not the act of taunting for aggro. So while you won't get another player's focus by using something like Inner Fire or Pierce Armour, since those are taunts in PvE aspects of the game, the effect they have will still trigger even if something is untauntable such as another player.
