Clouding Swarm not available even with required ulti

You can see the bug in the video, with the ulti counter showing that I have the required 158 ulti, but when I weapon swap to use it ... uh oh. Doesn't always happen, if I have weapon swapped a couple of times prior to the ulti being filled, then it seems okay. The same was happening with Devouring Swarm.

You seem to be wearing Molag Kena.
When Overkill is active ALL COSTS do increase.
Ultimate Cost is increased as well!
