I have never seen anything posted anywhere that talks about the Gold Temper Chance based on Writ Level. I have seen posts, from ZOS, and Patch Notes, where it says things like Ambrosia Fragments have a better chance to drop on higher level writs, and my experience supports this.
Based on Hireling Mails, Gold Tempers show up at any crafting level, well, any crafting level above 12, and more so, 32, but Material Level and other passives seem to have no impact on the Gold Temper drop rate (which lately has been kind of sucky for me with hirelings)
So, grab a mule character that is L6 and do some writs for a while. You don't need to invest any skill points to do L1 Writs, and L1 Mats should still be cheap, as they are only one of two levels that drop any more for most people. You can quickly and cheaply find out just what the Temper return rate really is.
Just out of curiosity, do the CP passives (plentiful harvest) tie into writ rewards? Perhaps that is why I have been seeing more gold tempers, not from increased drop rate, but because many times I am getting 2 when I do get them. I noticed this last night, I got 2 kutas in an enchanting writ, and also recieved 2 dreugh wax in a clothing writ.

Well I've done my writs on a low level character almost daily for almost 2 weeks now and no gold tempers. I think I've only received one or two from my two max crafting characters as well though so I'm not sure it is large enough of a sample size. I don't know if I'm just having poor luck overall, but getting gold tempers seems to be way down for me since one tamriel launch.

Pretty sure you've made the RNG angry with something you've done in game.
Writ return is still about 30% for gold mats; from about 120 writs done for cloth/smith/wood since OT. Same drop rate as before OT.
