Blazing Shield Damage Question

Hey all,
On the blazing sheild skill description it says:
"Nearby enemies take 50% of the damage absorbed when the shield expires"
Does anyone know what the percentage scales off from?
Is it your spell damage, max health or something. I have heard some people reach like 66%.

✭i would say cps, passives, and POSSIBLY magicka and health ( not too sure on the last 2 ) ... the shield itself is based on ur max health ... putting cp's into Bastion will increase the effectiveness from 0-24%Breton Nightblade ~ Fang of the Wolf ~ (50) | Altmer Dragonknight ~ Ðårk Ŵølf ~ (50) | Altmer Necro ~ Ðeåth Ŵølf ~ (50)
