Weapon ultimate "Ballista" breaking cloak.

The cloak mechanics on the 'ballista' weapon morph seem to be backwards. The caster cannot cloak, while the target can. Targets cannot use cloak to defend against any other targeted ultimates, and cancelling cloak every time the ballista fires a shot is nonsensical. It looks like the cloak mechanic was accidentally reversed.
