What does r2 and ratio mean? Specifically how should i be reading that equations column?

I can answer the final three questions:

R2 is really R^2 ('R-squared') and refers to the statistical measure when performing regression analysis.
The R^2 value quantifies the degree to which the modelled equation can be accepted as explaining all variations in the data. Simply - 100% (1) is what you're aiming for - and for this purpose you can realistically accept anything that rounds to 1 when analysed to a couple of decimal places.

The ratio is simply the ratio of the damage and resource coefficients.
I.e. The ratio tells you the weighting that the individual skill places on max resource and damage stat. This is typically (approximately) quoted as '10', meaning that 10 max resource is ~ the same as 1 damage stat. Variation of this ratio is small, and as such the differences are minimal.

Read it however you like - it gives equations that show how skill values are calculated in terms of max resource and damage stat, the extra information is just for quick reference as to statistical validity and to show (small) variations in the damage/resource coefficient ratios.

As to whether the values are still correct, well...

So a value of 1 (or close to one, like .9999) means that there is a very good fit between the formula and the data. It's statistics.

So for instance, the max magicka and spell damage is of equal importance to the dot of crippling grasp, but the up front of more affected by damage?

For mines, spell damage affects the damage considerably more than magicka?
