All saved settings and addons deleted after proper game shutdown and computer restart

Has this happened to anyone else? My entire elderscrolls settings folder was deleted including addons after a computer restart. I was lucky I found a backup under live_archive from only two days ago but I don't think it's good to have vanishing files like that.
If it was just something like me force restarting the computer without shutting down I would understand, but this was a proper shut down of the game, and then a proper restart of the computer.

As a casual player I was satisfied that at one point I had a char max level and near max crafting with almost all motifs and I pretty much lost interest. Then ESO discovered DLC's and now my main is just a wanabe and I am happily pulled back into the game.
