Crashing when opening another program

So I solved the problem of stuttering, but I started having a bad problem after the last update. I keep crashing constantly whenever I open a program while ESO is open. For now it has happened to me whenever I open Photoshop, Substance Painter or nVidia GeForce Experience.

Any ideas on how to fix this?
