Crafting Writs Craglorn Only?

I thought with One Tamriel crafting writs were now supposed to lead you anywhere in the world or at least let us deliver on zone we got them from. But every single day I am asked to deliver them on Craglorn. Is this a bug or is it intended? Nothing really changed, only now we are back to how it was prior to Orsinium. Rewards for doing them are even worse now. We get a shipment of materials that we don't even use anymore. Why?
And there is still the icing on the cake. Writs description still says Orsinium on it yet we deliver them everyday on Craglorn. The devs surely didn't put much effort in fixing this.

✭✭✭✭Zos said that survey reports would send us anywhere, but those are so rare now that I keep my crafter in Craglorn 24/7. Simply no need to leave the damn area.1 -

✭✭✭✭I have a bunch of survey reports stashed on an alt. I go and collect them all together with whatever treasure maps every couple of weeks.
