Create an app which pings when ESO is ready to play

Since we can expect ESO to be offline more or less often, can someone please create an app which pings when a patch or failed maintenance is finished and the game is ready to play, with bugs and all.
I will rather pay for that than buy many of the ugly items in the ESO store.
