The CIA complains when the game is down as much as we do. They use ESO to communicate with their foreign operatives. The NSA doesn't know it's you know what from a hole in the ground, so not sure why you bring them up. Interpol personnel are smart enough to know not to communicate with foreign operatives in game, but spend half of their workday playing ESO from their desks. All in all, no government agency is happy with ZoS right now.
