The leg set piece can sometimes be found in treasure chests, but it does not seem to be obtainable any other way.
It does not drop from world bosses as intended. After three weeks I have yet to find any legs, with any trait. People report that it can be found in chests.

Alanar✭✭✭✭I got legs from an Overland world boss, but they do seem to be more rare than intended, at least they were much harder for me to find than any of the other pieces.0
