Formula to calculate ability damage from attributes?

Hello!

I'm wondering if there is a known/documented way to calculate (without having to simply try it out) the damage a skill - say Steel Tornado - is going to do depending on factors like Max Stamina and Weapon Damage?

I'm going through the list of new armor sets and am wondering what to use for my stamblade and magsorc. Is it better to try and go for high max stamina/magicka or weapon/spell damage?

    For DPS/HPS abilities: 100 SD/WD has the same damage effect as 1,050 Magicka/Stamina stat pool.

    Follow-up question: The damage of light/heavy attacks are only governed by weapon damage, and not stamina, right? Otherwise, why would I invest into weapon damage at all, if 1050 stamina gives the same effect as 100 WD?

    Jep, SD/WD dominate the LA/HA damage.
    For LA/HA the rate is: 100 SD/WD has the same damage effect of roughly 4,000 Magicka/Stamina stat pool.

    Thanks again! :) Is there any kind of "(official) resource" about these figures? I'd be really nice to have a way to know in advance how the myriad of values are calculated, to have an idea what's worth investing gear/CP/etc. in and what isn't.

    EDIT: Just read in another thread that the "global cooldown for attacks is 1.3 seconds". Same applies here: Is there any way to find these values out besides experimentation? I think there's a distinct lack of information about these things in-game.
