I have the Celestial Investigator achievement, have completed all necessary quests and "The Missing Guardian" quest, i have all other Craglorn achivments except the ones who are related to this specific quest. I've completed "Mage's Tower" and "Assaulting The Citadel". But Titus Valerius still does not give me the quest. I also wandered around Dragonstar, but no messanger showed up. I have tried to get the quest from another player, but that didn't work either.
