Trials and their Treasure Chests after One Tamriel

since One Tamriel Patch, now the Thieves Guild DLC garutnees over 10 treasure chests in the whole trial, be it normal or veteran mode, for Craglorn trials, however,
there is not a single treasure chest garunteed...
why is that?
