Can't get Quest "Dawn Of The Enchanted Viper"

I have the Celestial Investigator achievement, have completed The Missing Guardian quest, i have all other Craglorn achivments except the ones who are related to this specific quest. But Titus Valerius still does not give me the quest. Maybe i have missed something on the way, but how shall i find out what? I have tried to get the quest from another player, but that didn't work either.

✭✭✭✭If you've done Missing Guardian and the two with Little Leaf and Regent Cassipia a messenger should come find you. Maybe try wandering around Dragonstar if Titus isn't giving it to you outside the Observatory?#proud2BAStarObsessedLoony

Absentia✭✭✭Thank you for your input WhiteCoatSyndrome. I wandered around Dragonstar but nothing happened. Is it true that you have to do the quests "Mage's Tower" and "Assaulting the Citadel" too to get "Dawn of the enchanted Viper".0
