Guards can teleport? o.o

I was on a stealing spree in Hallin's Stand and had like a 4k bounty which is a KoS. I went into an inn to check for safeboxes and a guard magically appeared inside and killed me cos I couldn't escape as I was indoors and the whole area was too small for me to get a chance to hide myself.

Anyway, the question is: Can NPCs I steal from summon guards out of nothing if my bounty is that high? Or can guards just randomly appear when I'm stealing form a safebox? Because I didn't aggro any guard outside so I have no idea how it got in the building... (there are no guards inside the building by default either)

I've had guards randomly appear in houses while I was stealing before. Been a while since I've had it happen but I haven't been hanging around cities too often either. Part of me wishes they would shout STOP RIGHT THERE CRIMINAL SCUM

Wait, when NPCs say they're going to call the guards, they can actually call them into a building where they were not before? I assumed it was just an empty threat. I've never seen that but now it makes me want to steal more so I can try it.

It's funny. I have no clue myself. Like if you're the only NPC in a place while I'm stealing, you gonna leave your post to flag a guard while I steal everything and then kill you? No I thought not

I've never seen a guard appear where they weren't before. Maybe ZOS added one to that inn? I can never remember which inns are safe and which are dangerous, I want to leave a chalk mark on the dangerous doors.

A guard may of seen you outside at the same time you clicked the door, in which case he followed/ported to you.
