Terrible fps lag in imperial sewers.

Recently I changed my ESO install from my ssd main drive, to my secondary non ssd hd.
I never really felt any issues in dungeons, vDSA, cyrodiil or open world after the hdd change.
But today I went down in sewers to level destro staff ultimate.
I used elemental ring (frost) as main attack, and had infernal guardian equipped.
This caused med to have crazy fps lag, with up to 4-5 second complete screen freezes.
I even tried turning the graphics to absolute minimum (I normally run high graphics, with shadow quality low), and it did not help at all.
I have been to IC sewers before with no problems whatsoever.
Any idea what the problem could be?
