People are staying in there till they are level 50 because of the fast spawn rates of enemies and the fact they are leveling so quickly in there with the festival brew...
Zenimax, did you think about this by-product of One Tamriel?? Might need to think this one out quickly so new players can actually get the quest completed in there and actually get some kills themselves...
