Crown Gems is a new currency tied to the upcoming Crown Crates. When you recive an item you already own in the crates, you will recive a certain amount of Crown Gems which you can use to directly purcase items from the Crown Crates.
It is for the upcoming RNG Boxes, called "Crown Crates".
On the PTS, it worked like this:
Every time you open a Crown Crate, you get 4 cards (sometimes there is a 5th card).
At least one of the cards will almost always have a reward that goes into your collectibles tab: Costumes, parlor style stuff, pets, mounts or mementos. The other cards are Crown Store consumables like potions and food. When there is no collectible, you will get an experience scroll that gives a bigger xp boost than the Ambrosia does instead.
If you get a collectible you already own, you get Crown Gems instead of it, the number of gems depending on its tier.
You can use these gems to buy something you want from a new section of the Crown Store that sells stuff for gems only. The price also depends on the tier.
There are 4 tiers of prizes: Superior, Epic, Legendary and Apex.
Superior rewards cost 16 Gems to buy, and return 5 if they are repeated.
Epic rewards cost 40 Gems and return 13 if they are repeated.
Legendary rewards cost 100 Gems and return 33 if they are repeated.
Apex rewards cost 400 Gems and return 133 if they are repeated.
ZOS said they are planning to make consumables be exchangeable for Crown Gems, but we didn't see that change on the PTS yet. In fact, they removed the boxes from the PTS a little over a week after they made them available to us to test.
Also, about 70% of everything that could come in the Crown Crates on the PTS was exclusive to them. The rest were items that were removed from the Crown Shop to "make room for more stuff" in the past.
Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.

Aerindel, Altmer stormcaller: After extensive research, I've come to the conclusion that doing the thing would be a waste of resources. Liliel, Dunmer pyromancer: Aerindel said I shouldn't do the thing. Something about "resources". Gyda Snowcaller, Nord cryomancer: I will find a way to do it that won't waste resources and make Aerindel proud of me. Beatrice Leoriane, Breton vampire: I persuaded someone else into doing the thing. You are welcome, dear. Sahima, Redguard performer: Doing the thing sounds awfully unpleasant and really not my problem. Ellaria Valerius, Imperial priestess: I'll pray to the Eight for the thing to be done, if it is Their will.
Well, this seems like a huge scam and slap in the face to all ESO players. Is just a ruse to get us to spend all our $$$ on Crowns and crates for a CHANCE (slim chance at best) of getting Crown Gems or anything cool. Do the math, it is an enormous rip-off!!! It would take MONTHS and a huge investment of REAL LIFE money to get anything cool at all from Crown gems. They gotta make their money to keep the game running for all of us, I get that. But this is just an insult and a giant "up yours" to all of us IMO. I know that I will damn sure not be wasting my time and RL $$$ buying those stupid crates, isn't worth it.
So with the most recent EA Loot box "scandal," Belgium would claim that these types of things are predatory gambling. And reading the way this works it definitely is. Spend tons of money and you MIGHT have enough to get what you want if you get gems instead of collectables. I've been eyeing that Akaviri crafting style for a long time in campain now the whole thing is up on the store and the only way to get it that does not require months of work is to spend months worth of paychecks.
