Should I Craft or Buy? Celestial Motif?

1. I am a magika nightblade, and i have been using PvP reward light armor sets, transmutation and vicious death, but with the new releases of armor sets are these still the best sets to max magika, spell critical, physical/spell resistance, and max health?

2. Also is crafting armor sets better than finding in game sets, especially if i have most traits already researched?

3.I also read a post by a player in the forums about a celestial motif coming soon, but i never saw a zenimax announcement of it. Does anyone know if this motif is really coming and when?

Celestial motif is already in the game, drops from trials.

Crafted sets are not in a good shape atm, for both pvp and pve. Only tbs is holding a good spot but its still debatable is it bis or not

i know that celestial motifs already drop through trials, but the guy @ https://forums.elderscrollsonline.com/en/discussion/275996/new-upcoming-motifs/p1
made it sound like the celestial motif book was coming out
